POLITICAL STRUCTURE
EXECUTIVE BRANCH (The Presidency and the Government)
PRESIDENT or Head of State (Office of the President): Is the guarantor of the nation's independance and the integrity of its territory. He negotiates and signs all international treaties, conventions, and agreements and submit them to the National Assembly for ratification. He accredits ambassadors and special envoys to foreign powers, receives letters of accreditation from ambassadors of foreign powers and issued exequatur to consuls. He declares war, negotiates, and signs peace treaties with the approval of the National Assembly. With the approval of the Senate, He appoints by decree issued in the Council of Ministers, the Commander-in-Chief of the armed forces, the Commander-in-Chief of the Police, Ambassadors, and Consul generals. By a decree issued in the Council of Ministers, He appoints the directors general of the civil service and delegates and vice delegates of Departments and Arrondissements.

PRIME MINISTER or Head of Government (The Government): The Government is composed of the Prime Minister, The Ministers, and the Secretaries of States. The prime minister is appointed by the president and ratified by the National Assembly (Parliament). The prime minister appoints the ministers and secretaries of state and goes before the National Assembly to obtain a vote of confidence for his declaration of general policy. The prime minister enforces the laws and, along with the President, is responsible for national defense.

DEPARTMENTAL DELEGATE: Is a representative of the Executive Branch. He/She ensures coordination and control of public services and exercise no repressive police function. Other duties are determined by law. Currently the Appointed Delegate is:

INTER-DEPARTMENTAL COUNCIL: Serves as liaison between the department and the executive branch. In concert with the executive, it studies and plans projects for decentralization and development for the country from social, economic, commercial, agricultural, and industrial standpoint. It attends working meetings of the Council of Ministers, when they discuss subjects mentioned in the preceding sentence and has the right to vote. The members are designated by the Departmental Assemblies on the basis of one (1) per Department. Currently, is represent the North-West Department.
